This article examines and analyzes the formation and development of the public administration system in the Republic of Kazakhstan, primarily in the period following Kazakhstan's declaration of independence and its secession from the USSR in 1991. The system of training and education of civil servants in the Republic of Kazakhstan is fully described, particularly the universities that form the backbone of this system. The civil service system and its training are presented in the context of the republic's socioeconomic and political transformations, fundamental legislative acts, regulations, decisions of the country's leadership, strategies, and state programs. Thus, the authors substantiate that the civil service system and its personnel training are closely interlinked with the state policy of the Republic of Kazakhstan's leadership and constitute an integral and essential part of it.
