This final mid-term review report assesses UNESCO’s implementation of the Strategy for Youth and Adult Literacy (2020–2025) for activities conducted since January 2020 (scope to March 2023), using mixed methods and five criteria (relevance, coherence, effectiveness/impact signals, efficiency, sustainability). It reviews progress against the action plan targets, highlights challenges in contextualizing the strategy across regions and resource constraints, and recommends stronger diagnostic tools, expanded stakeholder/partnership approaches, improved advocacy/coordination, and early preparation of the post‑2025 strategy.
