Annotation

The Employment Strategy of the Republic of Armenia for 2025–2031 establishes a long-term vision and effective approaches to develop the employment sector in response to current challenges and government priorities. The strategy is grounded in comprehensive labour market analysis, profiling of the workforce, identification of underutilized groups (youth aged 18–29, women aged 30–40, residents of regional towns) and structural mismatches between labour supply and demand. It adopts a dual-track approach combining labour supply development (vocational education, skills training) with labour demand development (establishment of economic zones, entrepreneurship support, investment attraction), targeting average annual GDP growth of 5–8%, creation of 252,000 new jobs by 2031, reduction of underutilized workforce from 15% to 7% of working resources, and decreased poverty rates from 23.7% to 19%, with special focus on women's economic empowerment and integration of refugees.
