Representatives of the CIS member states participated in the conference, including:
- Representatives of government agencies involved in youth policy implementation;
- Employees of scientific and research organizations;
- Postgraduate and master's students, and undergraduate students (co-authored with their academic supervisors).
The following delivered welcoming remarks during the opening of the conference:
- Tatyana Kovaleva, Head of the Department for Cooperation in Culture, Sports, Tourism, and Youth of the CIS Executive Committee (online);
- Stepan Sokolov, Deputy Director of the Department of International Cooperation of the Ministry of Science and Higher Education of the Russian Federation;
- Nikolay Prokopov, First Vice-Rector of the Russian Technical University MIREA (Basic Organization of the CIS Member States for Work with Youth).
The purpose of the conference is to summarize the results of scientific research and practical experience of the CIS member states in the field of youth policy.

The conference was initiated by MIREA and supported by the decision of the CIS Council on Youth Affairs.
