The updated standard was approved by the order of the Ministry of Labor and Social Protection of the Russian Federation. The document comes into force on September 1, 2026.
Key participants in the field of youth work worked on updating the professional standard: authorities at all levels, specialized and related specialists, the Movement of the First, youth organizations, as well as representatives of academic, expert and student communities on ORM.
The purpose of the standard:
- implementation of youth policy;
- protection of the rights and legitimate interests of youth;
- ensuring equal conditions for its development and self-realization;
- creating conditions for the participation of young people in the life of society;
- increasing the level of interethnic and interfaith harmony among young people;
- formation of a system of moral and semantic guidelines.
- expanding the list of possible names of positions and professions of specialists in youth work.
The document takes into account various practical features of the work, reflects a modern approach to solving the problems of youth policy. He expanded the area of responsibility and raised the requirements for youth workers.
New categories of staff qualifications have been added, including specialists in organizational and methodological support and management of youth policy implementation processes.
